A seven-member Board of Trustees serves as the legal agent of the State of Texas in carrying out the will of the citizens of the Aldine Independent School District in the matters of public education. The school board is the policy-making body for the school district.

The AISD Board of Education was one of 24 school boards across the nation, and the only one in Texas, to receive the coveted Magna Award in 1999 from the American School Board Journal. In 1998, the Texas Association of School Administrators (TASA) named the AISD Board of Education Outstanding School Board of Texas. Additionally, the AISD Board received the 2013 Region 4 Outstanding School Board Award, which the Board also received in 1998.

School Board Members

Dr. Kimberley N. Booker, President

Dr. Booker was appointed to the Position 6 seat of the Board of Education in February 2017 to fill the unexpired term of Merlin Griggs. Dr. Booker brings a wealth of experience as an educator with Aldine ISD and Houston ISD. She served as a classroom teacher, lead teacher, skills specialist, literacy coach, reading specialist, curriculum and instruction specialist, as an assistant principal and Dean of Instruction. Dr. Booker has also served as a college professor. Dr. Booker is also involved in the community. She has volunteered with the Houston Livestock Show and Rodeo Black Heritage Committee, the Star of Hope Mission, and the Houston Food Bank. Dr. Booker has also worked with the Young Ladies of Elegance, Youth With Character and Youth In Action. She moved to Aldine in 1998.

Paul Shanklin, Vice President

Mr. Shanklin is currently employed at Baker-Wotring, LLC as a Senior Attorney. The Firm practices Environmental law and Civil Litigation. His practice includes personal injury litigation, general business matters, family law and probate matters. He is certified by the National Institute of Trial Advocacy, serves as a Commissioner for the Harris County Courts, and is a Certified Ad Litem for the Family and Probate Courts of Harris County.

Mr. Shanklin is currently a commissioner on the board of the Harris County Housing Authority, where they develop policy and offer low income housing for residents of Harris County. For 10 years, Mr. Shanklin served as the Government affairs director for Harris County Commissioner Jack Cagle where he worked directly with Harris County Commissioners. On behalf of Harris County Precinct 4, he served as liaison to the Harris County Appraisal District, Harris Health, as well as the Harris County Community Services Offices. Currently, he serves a Commissioner on the Board of the Harris County Housing Authority.

Mr. Shanklin has been an adjunct professor at the Houston Community College Southeast Campus and an adjunct professor at University of Houston-Downtown. He has been awarded certificates of appreciation from the Dayton, Aldine, Houston and Spring Branch independent school districts for his volunteer and educational work on behalf of those school districts.

Mr. Shanklin has extensive public service experience and served as the General Counsel for the United States Tennis Association-Texas Section, as well as a life member of the Houston Tennis Association and the United States Tennis Association. He serves as an Executive Board Member for the Center for the Professional Development of Teachers at the University of Houston-Downtown. He is on the Board of Directors for Dress Up Houston which provides clothing for the needy, and The Guardian Angels Academy, a charter school. Mr. Shanklin also served on the Board of Directors of the Country Playhouse and is a member of the Houston Bar Association’s Speakers Bureau.

Additionally, Mr. Shanklin is a member of the Houston Bar Association, the National Bar Association, the Young Lawyers Association, the American Bar Association, the American Immigration Lawyers Society and the Pro Bono College.

Conception “Connie” Esparza, Secretary

Esparza was elected to the Position 4 of the Board of Education seat in November 2017 after being appointed in February 2017 to fill the unexpired term of Rick Ogden. Mrs. Esparza is a retired educator from Houston Community College (HCC) Northeast, where she served as Program Manager of Dual Credit. In her various roles at HCC, she completed the Project Future Perfect: A Leadership Symposium; served as President of the College Office Professional Association; and sponsored the Horizon Leadership, a mentoring program for young students. She participated in HCC initiatives, namely the Compensation and Academic Freedom/Professional Security/Professional Growth Committees in Preparation for the Southern Association of College and Schools Accreditation Site Visit. She also participated in the HCC video entitled “Reasonable Accommodations: Supporting HCC Employees and Students with Disabilities.” She has been an Aldine resident since 1979 and has served as an active community member volunteering at MacArthur High School, Bonding Against Adversity, and the Harris County Sheriff’s DARE Program with former Sheriff Adrian Garcia. Mrs. Esparza has also volunteered in the district’s VISA (Volunteers in the Schools of Aldine) program and received the Harris L. Dinkle Band Booster Award. As a bilingual speaker, she spoke about and advocated at community town halls for the Aldine School Bond Referendum that funded the building of the AISD’s ninth-grade schools. Currently, Mrs. Esparza serves on several boards, including the Mexican American School Boards Association (MASBA) and the Aldine Education Foundation. She is also President of the Castlewood Civic Club. Mrs. Esparza is an active member in numerous organizations, including the East Aldine Arts Council, which works to increase the visibility of public artworks throughout the East Aldine Management District; the North Harris County Association of Retired School Personnel, the Jefferson Davis Hispanic Alumni Association, and Our Lady of Guadalupe Catholic Advancement for Student Advancement (CASA). A graduate of Our Lady of the Lake University, Mrs. Esparza has strong roots in Aldine — her daughter is a graduate of MacArthur High School.

Rose Avalos, Assistant Secretary

Avalos was elected to the Position 3 seat in May 2006. At two months of age, she and her family moved to Aldine and she has remained there ever since. Ms. Avalos attended Aldine schools and was a member of the second class to graduate from MacArthur Senior High School in 1968. After graduating from Sam Houston State University, Ms. Avalos began her educational career in 1972 as a teacher in Aldine ISD and remained with the district for 33 years. During her Aldine tenure, she also served as a counselor, program director, assistant principal and principal at Escamilla Intermediate School. In 1994 she returned to her alma mater and served as MacArthur Senior High’s principal for 11 years before retiring in 2005. She was named the district’s Principal of the Year in 2002 and 2003.

Avalos P-TECH School is named in her honor.

Randy Bates Jr., Member

Randy Bates Jr. was elected to the Position 1 seat in November 2019. Mr. Bates is an attorney with the Houston law firm Bates & Coleman, P.C. Mr. Bates earned his bachelor of science degree in business administration from Ohio State University’s Fisher School of Business in 1977. He received his doctor of jurisprudence from Texas Southern University’s Thurgood Marshall School of Law in 1981. From 1992-2013 Mr. Bates served on the Board of Trustees of the Lone Star College System. He served as chairman of the Board for seven years and served on all of the Board’s committees. The Victory Center was named in his honor in 2013.
An active member of his community, he served as CEO and chairman of the board of Kappa Alpha Psi Fraternity, Inc. and was a founding member of the Acres Homes Citizens Chamber of Commerce. He was awarded the Outstanding Texas in Education Award from the Texas Legislative Black Caucus.

Steve Mead, Member

He was elected to the Position 5 seat in May 2004 after being appointed in January 2004 to replace Carlos Diaz who resigned from the board in December 2003. Mead, a graduate of Aldine Senior High School, has lived and worked in the MacArthur community for more than 50 years. Mead is the owner of Component Sales and Service, a geotechnical lab equipment company, which is located in the Aldine community. Mead has been active in a number of civic organizations, serving on the boards of Aldine YOUTH, the Aldine Noon Optimist Club, the Aldine Scholarship Foundation and the Aldine Improvement District. Mead and his wife Jill have three daughters, all of whom attended Aldine ISD schools and graduated from MacArthur Senior High School.

Mead Middle School is named in his honor.

Dr. Viola M. García, Member

Dr. García has served on the school board since her appointment to Position 7 in 1992 and election in January 1993. She has chaired numerous school board committees and held all four board offices. Dr. García was a member of the Project 2000 Committee, the district-level Site Based Management Committee, and the Campus Planning Committee. A Master Trustee, Dr. García is a member of the Mexican American School Board Members Association and has served as that group’s president. She is a member of the Texas Association of School Boards and currently serves as secretary-treasurer of the National School Boards Association (NSBA). She is also a life member of PTA and serves as the education liaison for the Greater Inwood Super Neighborhood Council. Her three daughters are Eisenhower High School graduates.

García Middle School is named in her honor.
